A debt collector does not claim that the removal of the entry in exchange for payment in full is against HIPAA?

Credit My boyfriend report shows a collection held by Senex Services of medical debt. He called, not specific debt because it is not really knew what it was. Said it was for a hospital visit in 2002. He offered to pay the total amount of Senex debt in exchange for removing the folder with the credit agencies. They said they can not do that because it is a violation of HIPAA. Can anyone help me find a link that shows they are wrong? I understand that a creditor or collection agency can delete information at its discretion up to 7 years, when debt (other than judgments, etc.) is eliminated by the credit bureaus.
