California Franchise Tax Board lein 15 years old?

In 1993 I did not file my income taxes. California Franchise Tax Board placed a lien on my “real and personal property” of which there is none. Their lien is still on my TRW. Do I still owe this money?
How do I get it removed from my credit report ?

Under section 7170 or the California Government Code, a tax lien expires after 10 years if it is not refiled. A refile happens if the Franchise Tax Board files a new lien that states the old one is still good. FTB will not release an expired lien because its official position is that the lien no longer exists. If that is what has happened in your case, your credit record should be updated to show the lien has expired. In any case a California income tax liability expires after 20 years.
